Meet Mitch Moore: A Proven City Manager Supporting Tennessee Communities
A Successful City Manager Career Defined by Integrity

McGill is pleased to welcome Mitch Moore to the firm’s business development team in our Knoxville Office. With more than 35 years of public sector leadership — including service as a city manager and town manager in communities across Tennessee, North Carolina, Georgia, and Florida — Mitch brings experience with the challenges local governments face when leading infrastructure projects.
As a city manager, Mitch partnered closely with elected officials, department leaders, and community members to keep communities moving forward. In that role, he balanced infrastructure needs, funding limitations, and the priorities of the people he served. Mitch’s firsthand experience shapes his approach to supporting communities in his role with McGill.
“As a former city manager, I know some communities have limited staff and resources,” Mitch said. “I also know McGill has the expertise to provide the support they need.”
After serving 17 years as city manager of Athens, Tennessee, Mitch retired. During his tenure, he oversaw a $15 million municipal budget, led more than 100 employees, secured more than $7 million in grant funding, and helped guide major economic development and downtown revitalization initiatives. Nearly eight years later — after serving in several interim city manager roles — Mitch returned to Athens, Tennessee, when the City called on him to step back into the position.

Mitch has already begun connecting with communities across East Tennessee and strengthening the relationships that support the work we do for our clients.”
Mitch has been active in professional and civic leadership throughout his career, including service with the International City/County Management Association (ICMA), the National League of Cities, and the Tennessee City Management Association (TCMA), where he served as president and was recognized as City Manager of the Year in 2015.
“I wanted to stay engaged in local government, and having worked in North Carolina early in my career, I was familiar with McGill and the quality of their work,” Moore said. “Many communities are working with limited staff and resources, and I know McGill brings the expertise to support them from planning through project delivery. I’m looking forward to continue working with communities and helping them make the most of the resources they have.”
Helping Communities Navigate Infrastructure Funding and Project Delivery
In his role at McGill, Mitch will work closely with local governments across the Southeast, offering infrastructure consulting to help community leaders navigate infrastructure planning, funding opportunities, and the practical challenges of delivering projects that support long-term community growth.

Mitch also brings a long-standing love of bald eagles and the outdoors. For nearly 18 years, he has followed a pair of eagles on Watts Bar Lake in Ten Mile, Tennessee, watching them raise multiple generations of eaglets and take their first flights. He has traveled across the country — from Alaska to the Mississippi River — to observe and photograph bald eagles, and enjoys hiking trails throughout the Southeast and beyond.
Most recently, he traveled to Jekyll Island, Georgia, to golf and observe a nest he has visited for years. “You know the bird call you hear in movies whenever a bald eagle appears on screen in a movie?” he shared. “A lot of times, that’s actually a hawk.”
