McGill Helps Secure USDA Funding for Critical Water / Wastewater Infrastructure in Tennessee
Nearly $89 million invested statewide; Copper Basin and Webb Creek utility districts advance vital projects with McGill’s support
The U.S. Department of Agriculture (USDA) announced nearly $89 million in investments for 13 rural development projects across Tennessee—funding that will strengthen critical infrastructure, support local services, and improve quality of life for rural communities. Among the recipients are Copper Basin Utility District in Polk County and Webb Creek Utility District in Sevier County, both of which received USDA Rural Development funding with assistance from McGill Associates.
U.S. Secretary of Agriculture Brooke L. Rollins announced the investments last Fall, highlighting the Administration’s commitment to rural America and the essential role infrastructure plays in supporting communities, agriculture, and long-term economic resilience. In total, the projects span 28 counties and include electric, water, wastewater, emergency communications, and educational facilities.
Strengthening Water and Wastewater Systems
Reliable water and wastewater systems are foundational to public health, environmental protection, and economic development. Through the USDA Rural Development Water and Waste Disposal Program, Copper Basin and Webb Creek will move forward with long-needed improvements:
- Copper Basin Utility District (Polk County) received a $729,000 grant and $530,000 loan to construct a new booster pump station and approximately 4,000 linear feet of water line, improving system reliability and service capacity.
- Webb Creek Utility District (Sevier County) received a $316,000 grant and $397,000 loan to replace aging PVC wastewater lines with a larger line, enhancing efficiency and reducing maintenance risks.
McGill worked closely with both utility districts to navigate the funding process—supporting planning, engineering, and coordination efforts necessary to secure USDA assistance and advance these critical projects.

In addition to water and wastewater improvements, the USDA announcement includes investments in electric infrastructure, emergency communications, street improvements, and educational facilities—underscoring the breadth of need across rural Tennessee. According to USDA Rural Development Tennessee State Director Patrick Jaynes, these projects reflect strong partnerships and a shared commitment to building resilient, thriving communities
