Anne Marshall: An Accomplished Parks and Recreation Leader
We would like to introduce the newest addition to McGill’s Land Planning and Recreation team—Anne Marshall! Anne comes to McGill with four decades of experience in parks, recreation, conservation, and community planning. From serving as a former Parks and Recreation Director for the Town of Jonesborough to holding leadership roles with the Tennessee Department of Environment and Conservation (TDEC), Anne is recognized for her leadership and dedication to advancing recreation initiatives for Tennessee communities.
Anne started with McGill in April, and she will be working with our Land Planning and Recreation team. She will be supporting our work with local communities, including project visioning, grant programs, systemwide park master plans, and the implementation of recreational initiatives.
Anne’s Career
Throughout her career, Anne has worked extensively with state agencies, local governments, and community partners to advance initiatives that strengthen outdoor recreation systems and enhance quality of life for communities across Tennessee. She has held several senior leadership roles with the TDEC, including Director of the Recreation Resources Division and Senior Advisor within the Bureau of Conservation, where she helped guide statewide recreation planning, grant programs, and major conservation initiatives.
She is recognized for her collaborative leadership style, strategic thinking, and ability to bring diverse partners together to achieve meaningful results. Her work has included overseeing statewide recreation planning efforts such as the Statewide Comprehensive Outdoor Recreation Plan (SCORP), coordinating initiatives related to the Cumberland Trail State Scenic Trail, supporting grant programs for local governments, and helping advance new initiatives such as Tennessee’s Office of Outdoor Recreation.
Anne’s Commitment to Supporting Natural Spaces
Anne loves Tennessee parks and takes every opportunity she gets to spend time outside. Every park tells a story and each community has many stories to share. Last year, she received the Blue Heron Award from the Friends of Radnor Lake State Park. This award is given to people who have made significant contributions to Radnor Lake State Park; the park is in Nashville.
Beyond the park, the award symbolizes Anne’s commitment to the natural world, both its beauty and its ecosystems. We are excited to have such a knowledgeable, passionate woman on our team, and we cannot wait to see all that she does to work with and support our land planning and recreation projects.
Anne’s Previous Projects

An example of Anne’s commitment to creating and improving recreational opportunities is Tiger Park, which is in Jonesborough, Tennessee. Tiger Park spans 30 acres and is situated next to the Jonesborough Elementary School. The park was developed with the support of a $2.57 million Local Park and Recreation Fund (LPRF) grant that was awarded by TDEC in 2023. The park was also developed with the support of Anne, who was formerly the Parks and Recreation Director for the Town of Jonesborough. Anne’s leadership is cited as a reason the park was conceptualized and completed.
The Mayor of Jonesborough, Kelly Wolfe, invited Anne to the ribbon-cutting ceremony to celebrate and recognize her contribution to the historic town. Anne also left her mark on Persimmon Ridge Park, Wetlands Water Park, Stage Road Park, Mill Spring Park, and Lincoln Park. Her commitment to creating exceptional recreational spaces is evident with her work in Jonesborough, and her work extends well beyond the Town borders.
